Eligible works include books published between November 2025 and October 2026 by authors from Burgas. Each author must submit five copies of their book, which should be wrapped or placed in an envelope. The package must include the author's full name, address, phone number, and email.

Submissions should be sent to Burgas Council at 26 Aleksandrovska Street, addressed to the Deputy Mayor for Culture and Religious Affairs. The awards are governed by the current statutes, which include several categories: the Hristo Fotev plaque for poetry, the Petko Rosen award for prose, and the Pegasus award for poetry, prose, and literary criticism. Additionally, the national Golden Pegasus is awarded to recognize significant contributions by Bulgarian poets, fiction writers, and critics.

A five-member jury, appointed by Mayor Dimitar Nikolov, will evaluate the entries. Three members come from the Burgas Writers' Community, while two represent the council. Reports on poetry and prose will be written by two jury members who are authors, literary critics, or university lecturers. The winners will be determined after discussions among the jury members as they review the submitted works. The council anticipates that the awards will showcase the best literary contributions from Burgas authors.
